The UK Department of Trade and Industry is expecting to raise GB[pound] 1bn through the sale of fixed wireless phone operating licences. He licences are for radio spectrum that enables high speed Internet access and two way video links without using underground cables. The licences available are at 3.5 gigahertz (GHz), 28GHz and 40GHz.

ITALY: 3G MARKET RIGGING PROBE
Article Abstract:
An investigation into the auction of third-generation mobile phone licences in Italy is to commence amid allegations of irregular behaviour and market rigging. The probe will centre on the Blu consortium, which has a 20% stake held by the UK telecommunications group British Telecom (BT). The Italian treasury is to keep Blu's EUR 2.1bn deposit, of which BT contributed EUR 420mn, because Blu pulled out of license bidding on 23 October 2000 after offers totalled EUR 12.2bn. Italian officials claim that collusive behaviour was identified that breached confidentiality rules. The Italian government could also launch additional legal action after claiming Blu's withdrawal has devastated the auction process.

UK: INSUFFICIENT BIDS FOR WIRELESS LICENCE

There have not been enough bids for the 42 broadband fixes wireless licences on offer in Britain as both Unica Communications and an unnamed bidder have pulled out, leaving just eight bidders remaining. Eight regions have received no bids at all, whilst London received three, Manchester and the West Midlands had two, and only one in Northern Ireland. This fall in demand for telecom licences has also hit Switzerland, where three groups have pulled out of the impending auction of four third-generation mobile permits.
